How Your Panel Talks
to the Central Station
A fire alarm panel needs a communication path to reach the central station. Four types exist today, and most NYC buildings use more than one for redundancy.
Traditional Phone Line (POTS)
Signals travel over a copper landline. Reliable historically, but phone carriers are actively discontinuing POTS lines nationwide — many older NYC buildings still on this path will need to migrate soon regardless of choice.
Cellular Communicator
Signals travel over the cellular network via a dedicated communicator — no landline dependency at all. This is the most common path for NYC commercial buildings today and meets code on its own.
IP / Broadband Communicator
Signals travel over the building's internet connection. Fast and reliable when paired with cellular as a backup path, since an internet or power outage can otherwise take an IP-only path down with the building.
NAPCO StarLink (Dual-Path)
A single NAPCO StarLink communicator reports over both the cellular network and the building's internet connection at once, so either path alone keeps signals reaching the central station if the other drops out.

Standard Cellular, or NAPCO StarLink Dual-Path
Most buildings are fully code-compliant with a standard cellular communicator alone. NAPCO StarLink dual-path is an upgrade option for buildings that want a second, independent reporting path — cellular and the building's internet, through one communicator — so a single connection failure doesn't take monitoring down with it. It is not required for compliance, but it is increasingly requested by buildings that can't risk a monitoring gap.
